I have Photoshop Elements 6 and you will find the Liquify tool and all the rest of the ones mentioned...

Go to Editor, then Filter, then Distort.  Liquify is there, with all its fun buttons.

I tried to give cranky old grama a smile, but it looked rather odd.

One small point - a friendly correction rather than a criticism - I think that first tool is called the forward warp tool, not the forward wrap tool.
